    Minute Menu CX: Instructions for States Where New Meal Pattern Fiscal Action Exempts September 2018 Claims

    There are only a few things that you need to do to accommodate extending the fiscal action to claims processed beyond October 1st:

    Whole Grains Check Preference Setting

    1. After you install the Minute Menu CX update, go to Sponsor Policies and set preference M.13 to either “warn if violated” or “ignore if violated.”  This will prevent the processor from disallowing if a whole grain is not indicated for the day per the “Whole Grain-Rich Edit Check” documentation.

      We recommend that you consider setting this to “warn” as a training opportunity for your centers.

    Infant Meals Preference Setting

    1. Policy D.27.b was added which checks for infants whose enrollment indicates that their formula is provider-supplied and that solid foods are parent-supplied.  For infants with these settings, this policy will be set to WARN you when more than one solid food is recorded at a meal for that infant.  You may set this policy to “ignore if violated” if you don’t want to see this warning.  This policy will NOT be set to disallow automatically.

    Adjusting Claims

    There are only 2 claim checks under the new meal pattern that are built directly into the CX claims processor.  They are:

    • Juice served more than 1x/day (Error #105)
    • Meat served at breakfast more than 3x/week (Error #101)

    These are the only new meal pattern items that you cannot exempt during claims processing from disallowing meals.  Based on data we’ve observed, these errors will be present on very few claims.

    Claims List Export

    To save time, the Claims List Export can show which centers claims had only the above errors and how many meals were deducted.  This report can serve as a shortcut to reviewing each OER for these errors.   You can access this report under Reports > Claims > Claims List Export.  To run the export, set the center filter to include any centers you would like reporting on and click next.  Then on the Claim Export Filter, set the claim date range and select claim errors.  Select the following errors:

    • Error 101 – Food Frequency – This will include claim errors for meat served more than 3x per week for breakfast.
    • Error 105 – This will include claim errors for juice being served more than once per day.

    Why We Are Releasing Changes Effective October 1st

    As of the time when a decision had to be made in order to have the software prepared for a deadline there was no further guidance available at the federal level on how to interpret the October 1st effective date.  Additionally, none of our inquiries to customers, national groups, or State Agencies had resulted in anything definitive around the deadline.
    We made the decision to make the 2 processor changes that cannot be configured effective on October 1st based on the following considerations:

    • Juice limits had already been in place in many states prior to new meal pattern.
    • The breakfast meat option was wholly new in the new meal pattern, was likely to have been trained heavily, and represents a small number of meals eligible for deduction if violated.
    • Both of these limitations are very clear and did not require additional guidance. This in contrast to the whole grain-rich requirement, which we made configurable via preference because of its complexity.
    • The length of the new meal pattern training period prior to Fiscal Year 2018 and instruction for technical assistance to be performed during the transition period should result in very few errors on these items.
    • Acting on the side of caution in disallowing the relatively low number of affected meals would ensure that money would not need to be requested back from centers if clear guidance was not available until after claims processing had been done in October.
    • Claims with these errors could be easily identified and adjusted in CX for the very short period of time that would be affected.

    Please Forward Memos and Guidance to Us

    As always, we make every attempt to stay up-to-date regulation, policy, and State Agency requirements but many times that information is not directly available to us.  We do have good relationships with CACFP regulators and national CACFP groups.  However, neither USDA nor State Agencies are required to inform us directly of any guidance or requirements.  Instead, we must rely on our customers to inform us when State Agencies issue guidance or memos.  As of September 26th, 2018, we had received no communication from customers or State Agencies on this deadline.

    As a best practice, we ask you to forward any guidance or memos to cxsupport@minutemenu.com as soon as you receive it.  This is the only way to ensure that our analysts have that material when changes or updates are made to the software.  We don’t mind receiving the same thing from multiple sponsors!  It’s much better to have too many people keep us informed than too few.

    The Child and Adult Care Food Program (CACFP) is responsible for more than you may think! It provides jobs and opportunities and, of course, promotes healthy eating.

    The CACFP has so many benefits for children, child care providers, families, the list goes on and on. “Through CACFP, more than 4.2 million children and 130,000 adults receive nutritious meals and snacks each day as part of the day care they receive,” states the USDA Food and Nutrition Service.

    A brief history

    The CACFP went through many significant changes and revision from the version we know today. The CACFP was established in 1968 by Congress under the National School Lunch Act. At this time, the food program was only available to child care centers in low-income areas and was known as the Child Care Food Program.

    Almost 10 years later, the food program expanded to family child care homes that met State licensing requirements and were supervised by a sponsoring organization. The nonprofit sponsoring organizations were in charge of keeping the child care homes in compliance with Federal and State regulations as set by the Child Care Food Program.

    In 1987, Congress revised the Child Care Food Program to include a new adult age bracket and later changed the name to what we know today – the Child and Adult Care Food Program.

    In 2010, the Healthy, Hunger-Free Kids Act was signed into law, which revised and structured the CACFP even more. This act identified the CACFP as an important food program that promotes healthy development in young children.

    April 2016, the USDA made the first changes to the CACFP Meal Pattern, which went into effect October 2017.

    How you can get involved

    If you are a child care provider at a center or a home, start with finding a food program sponsor in your state. A sponsor will be able to guide, monitor, and educate you while on the food program and is required for all child care homes. To find a sponsor in your state, click here.

    How to Add Whole Grain-Rich Foods Into Your CACFP Menu

    Whole grains are loaded with healthy benefits! Not only do they decrease several chronic diseases, they provide many nutrients if eaten as part of a healthy diet. “Whole grain-rich foods are an important part of your menu in the Child and Adult Care Food Program (CACFP). Foods that are whole grain-rich are filled with vitamins, minerals, fiber, and other nutrients that help kids and adults stay healthy” says the United States Department of Agriculture (USDA).

    Under the updated meal patterns, at least one serving of grains per day must be whole grain-rich. This requirement can seem overwhelming, especially when you don’t really know if an item is truly whole grain-rich. The USDA has provided a very informative worksheet that goes in depth of the requirement and provides tips for child care providers. Download the worksheet here.

    Porcupine Sliders “are healthy, mouth-watering turkey burgers, high in protein, with just the right amount of spices and a kick of sweet cranberries, all served on small whole-wheat rolls. The addition of brown rice to the burger mixture created a prickly look like little porcupines – thus their name. Porcupine Sliders are a delicious, nutritious, and appetizing new way to get kids to eat healthy.     2018 is a big year for Minute Menu Systems – it’s our 25th anniversary! This year has been a reflection on how far our company has come, the family it has created, and the relationships we have built with our customers over the past 25 years.

    Our company was founded by Tom and Linda Clark in the early 1990s. They saw an opportunity to help sponsors and providers in the Child and Adult Care Food Program (CACFP) by providing an automation process to reduce paperwork within their businesses. Tom and Linda put all of their time into their new software company and eventually found a handful of customers who were willing to spread the word about their new Minute Menu Systems software. After just a few years, the Clarks had built a nice, small family business together.

    Over the years, we have significantly expanded our products to include so much more than could have been imagined when our founders started the business from their tiny home office. Now with an office of more than 30 employees, we have built a company that values the opportunity to work for such an important purpose – America’s children.

    A huge thank you to our incredible clients – your loyalty and trust in us throughout the years allows us to push our boundaries and challenges us to strive for excellence in all that we do. Our clients are more than just clients, they are family.     If a picture is worth a thousand words, what would a thousand pictures be worth?

    That is the question that National Child and Adult Care Food Program (CACFP) Forum is asking! As a celebration for the birthday of the CACFP, they will be creating a mosaic birthday card on Capitol Hill in Washington, D.C. filled with pictures of the CACFP community.

    This will not be possible without your help! Childcare providers and childcare organizations alike can participate in this momentous cause. Share your CACFP photos showing the amazing work your program is doing because of the CACFP. There are many photo opportunities and and ideas that your program can showcase and submit.

    The CACFP is an integral part in thousands of childcare programs across the country. It allows childcare providers to provide healthy meals and snack to their children, promotes healthy eating, and educates childcare providers, children and parents on the importance of nutrition and living a healthy, active lifestyle. This program is necessary for so many children to grow up healthy and strong. So let’s give the CACFP the birthday celebration it deserves!
